heh, my sister actually called-in when the mayor of san jose was on a local radio show to ask if he had cats.

he said something like, "yes, and I know where you're coming from."
it's been easy enough to just shop for certain things/at certain stores in nearby cities instead, etc. some stores (malls are notable) are just giving the bags for free, absorbing their costs. the city didn't think much about people doing those kinds of things, apparently.
(I've used reusables regularly since I was a teenager, but I still think some of the mandates are notsosmart.)
