fwiw, I think I'd rather have that than a ban.

at least some stores in san jose have paper bags for purchase (10 cents or a quarter, iirc); but the ones in Target are smaller than usual and flimsy. decent plastic bags are a better reuse bet vs. them, and I'd guess a lot of people would go for decent 5 cent plastics. giving them some value might encourage reuse and recycling, too.
