What I read was that subsidies, etc won't make much difference and a price on carbon is needed

(which I happen to agree with). I've only skimmed the article so far, but it is printed out, ready to read in more detail.
The problem with government providing cheap financing is that government has a spottier record of picking winners than financial instutitions that know how to assess a business plan and market forecasts.
