From the Canadian (and Australian) perspective, we have our share of stupid voters, and stupid politicians but we still have political parties that

tend to converge on the centre come election time. So we don't necessarily see stupid voters leading to a majority of stupid politicians.

Of course, our candidates are chosen through internal party politics, not through a primary system, and while we have constitutional checks and balances, they aren't as rigorous as the ones on the US Constitution.
