there are two types of tracks, powered (ie, needs redstone) and none powered.
say you want to go down into a mine, well, you build a track, and setup some ratio of powered to not powered rails. then build a car, and place it at the top, it will go down. then at the bottom, you can hop back in and go up. it has to have powered to move beyond a couple of rails.
