I think I get it. (Some light math inside.)

Feel free to correct me as I do not follow the NBA closely.
NBA draft lottery rules ensure that no team drops more than 3 spots from the pick it would get if they just ranked teams by record. Thus, any combination which results in Charlotte getting worse than the 4th pick automatically gets rearranged so that they move up to the 4th pick. This inflates the probability for them getting #4 as it also includes the combinations that result in them receiving picks #5, 6, 7, et al. If the 3 spot rule didn't exist, the odds of them getting #1 would likely be higher than the odds of them getting #4.
