Obama's campaign knows that they have multiple routes to victory, yet the end all includes PA and FL.
If Obama wins FL, it is over. Romney cannot mathematically win. Romney needs one of PA or FL to have any chance. Obama is winning PA (as of now, which probably won't change) so the GOP needs to play FL as it's #1 priority.
The "All In" strategy is that Obama's easiest victory combination is NC/OH/PA, all of which he is substantially leading in. He has stockpiled money which is planned to dump in Florida. This summer you will also see about a dozen celeb fundraisers (Marc Anthony, variety of athletes and other musicians) geared towards taking Florida for good. One of his big plans is to focus big-time on Florida and either taking it handedly or causing Romney to ignore everywhere else but FL, which continues Obama's momentum in the other states.
