Canada has a foreign-born head-of-state, who was represented (until recently) by a foreign-born Canadian national. (Obviously these are ceremonial)

I did not mean open to all. I agree that is silly. citizen and residency would be good.

I think that's really what zork meant - open to all US citizens. Though it would be fun to see a campaign with 3rd country nationals allowed to run. -- nm
