Canada has a foreign-born head-of-state, who was represented (until recently) by a foreign-born Canadian national. (Obviously these are ceremonial)

I don't believe there are any requirements like this of the PM - they just have to qualify to be an MP, which means over 18 and a Canadian citizen.
Conceivably, I could become PM of Canada one day.
