I doubt he means it - he's just implying that he has the right skill-set to become President, and Obama doesn't.

It's a ridiculous argument - should there be a requirement that a President has to have served in the military, to understand the needs of veterans and the armed forces? Or to have been a teacher, to understand the education system and the needs of American children?
