Went for a walk with my wife and dog.. as we pass a house, a dog starts barking and snarling from behind a fence.

The dog then proceeds to shove its way under the fence and attack my dog. The owners were standing there just saying "no" the entire time. Real effective. My dog, true to form, didn't fight back, just thought it was play time. The dog latched on to my dog and took a shred out of him. My wife kicked at the dog, but it tried to go at her/my dog again. I hauled back and kicked the dog in the side very hard. It rolled over and the owner managed to grab it.
Then, a woman that was on the sidewalk as well, just watching, started berating me for kicking a dog. "You never kick a dog! Ever. you should have walked away. You brought this pit bull down this street and angered that dog. Don't you ever walk that dog past this house again" We then argued loudly about how she was a bitch. Keep in mind, this woman didn't live at the house, just watched. And moments earlier, her dog and mine played in a happy way with no threats to anyone.
I'm fuming. I'm so pissed off that A) someone's dog would bite my dog and threaten my wife. The owners didn't so much as say "sorry". And B) that someone would berate me for defending my dog (who was not fighting back) and wife. I would kill that dog if it went after my wife. I love animals as much as anyone, but her reaction was fucked up.
So.. action time. Police report? The dog was unhinged and the owners have no control and an inadequate fence. I'm certain this has happened before by their reaction to the situation.

File a police report and a report with animal control. Expect the owner and the "bitch" to lie about what happened.

definately file reports everywhere. and get pictures of all the dog's damage. document everything you can

Actually I'd call both Police AND Animal Control Officer. I hate to say this but the dog should perhaps be put down.
