basic rule about mysteries.....

the one person who has a continued role but no purpose, no suspicion thrown their way in the story is always the one who done it.
This leaves two people, maybe three.
the detective's teen son, that lady who was taking care of the boy on her boat in the firs season, and the murder vic's middle brother.
the detective's son? all he is a boat anchor so far.
the social worker lady, she probably knows the story behind the murder vic's parentage, might have something to cover up maybe involving prostitution blah blah
are they turning the 10th floor into a brothel?
the girl's brother, he's jealous of her running away?
the politicians see opportunity or great fear that someone else might have done something and go into automode to cover up (great old murder mystery misdirection where all this shit happens when two powerful corrupt forces think the other guy or one of their own did something, when its all a weird fluke, but the detectives or protective forces are all so absorbed by their own issues/hatred/prior issues of the other side they ignore the simple and obvious random crime angle.
