In a chain like Best Buy even the store managers have next to no say in how the store is laid out.
Cashiers probably have more face time with each customer than any other employ, but have the least amount of flexibility in how they can interact with customers and the least amount of sales training. Their one and only job is to take your money.
Their training requires the keep the line moving. If you leave the line and haven't left items on the wrap for them to ring up, then they take the next person in line.
