Yes - I do actually - pretty frequently too. I have also had times when I've asked a person if they are just having a bad day when they seem to be

One time - it was an early lunch and the waitress admitted she was in a bad place - she changed as soon as I asked her if something was wrong - and then she actually THANKED me at the end of the meal for mentioning how she was acting at the beginning ... because her snarkiness would have probably cost her tips all day and she really needed to shelve what put her in a bad mood while she did her job that day.
So yeah - I think it's good to speak up both times - when it's good and when it's bad - sometimes you just don't know what's going on with the person and when you do - it makes whatever happened insignificant because you realize we all have our bad days - and you can only hope when it's you - someone gives you a pass to be human.
(I tipped that waitress the normal 20% for good service that day too - and wrote her a note that said "Good Job" for turning your day around!)
