It's hard to figure out what's going on in that article, but that's not a tax.

It looks like the European network operators have to build broadband networks, but aren't particularly keen on paying for it themselves, can't they the cash from users or government at this time and are looking around for other people to foot the bill. They've decided that Google etc have the cash and should pay a fee for the service of being able to reach the network operators' customers.
If this is how it is, I say "pay for your own broadband networks you cheap bastards!"
