honestly, i think its because halo doesnt want to you think that kind of tactically

halo rewards you for attacking, with tactics and superior numbers (on average). there isnt a premium on cover, etc, that there is in black ops/mw games.
on the other hand, the limited guns make halo easier to play, and more consistent.
i think you could use some of what black ops teaches to play better in halo, but i think its all about approaching the situation thinking about the tactics of the map (which we do in black ops, but forget about in halo). also, halo's maps are way larger.
