go to your court house (or even down load the forms) and get the papers to file a small claims/muni court suit. Ask the manager at the BB to help you

fill them out, you know, who is the legal owner of the establish and their mailling address.
trust me, they will settle right then and there.
BBB is such a toothless org, in fact, if some biz touts their BBB membership in their marketing materials, to me that's a red flag.
