the law says XYZ, but the President can determine what levels of enforcement to give X, Y and Z as a matter of best allocation of resources.
He's just saying X is the immigration equivalent of jaywalking and given the real scope of the problem...not worth the time and energy to enforce that in comparison to Y & Z.
