Because laws are harder to change than Executive Orders. If the Obama administration is behind changes to the immigration laws, that's a legacy.

While an executive order can just be undone by the next President.
Also, Obama came to the Presidency through the Senate, and that directs his view of what the legislature should be doing. It's Congress' job to make laws that help solve America's problems. The issues around immigration are a problem.
