The policy largely makes sense. Your analogy makes sense.
I don't understanding the timing. I don't understand if this was something he could easily have done all along, why he waited until June 2012.
It DOES appear the Administration just got fed up with the Senate and said "Screw them, we're going to go as far as we think we can go without them."
