sorta, but if you are driving up a hill in Jan/Feb then black ice is a big issue in the hills/lakeside/puget sound areas, especially over creek bridge

I'm in Tacoma area, and sure its only mid 30s even low 40's (not quite freezing) but in some areas with a mist in the air, a shaded from the sun stretch, yeah you can skid on a thin coat of ice that you'd never see. If you have to commute in the winter in the early morning then black ice could always be an issue. people that live and work in town don't worry about it, but everybody living out of town will have stud tires for those drives, you can get hard plastic studs that don't fuck up the streets as much, all our roads are chewed to hell cause of the metal ones.
now I bought those chain things because if I have a wedding I have to be there even if few of the others can make it. we get a dusting of snow, or worse, a rain that freezes solid for a day or two. I can put those things on without having to crawl or even reach under the car, I just squat down beside each wheel and pull/twist the locking hub, done. I can do it in my best suit without thinking of getting my knees dirty or wet.
my first set cost me $350. when I got a new car with larger wheels it would have been 450 so I searched ebay and over the summer bought an almost new set for 60 plus another 50 for shipping.
