I would think that all three layers would trap the same ammount of heat regardless of order. However in terms of utility

thin to thick makes the most sense. It's hard to remove only the thick layer if it's in the inside.

That being said, I'm not 100% sure of this. There *might* be some added value of having the thinner layer closest to the skin, so as to prevent the air movement closest to the body.
