He's quite poor and probably wouldn't know how to go about getting in touch with one.

I'm going to suggest that he call 311 and get in touch with someone from the city that should be able to give him advice or like you said get him in touch with an attorney to let him know his options.
311 might also be able to help him get temp housing, especially since he has kids.
