They should. Again, that's a problem with governance of the church.

Obviously, for Catholicism there is a large hierarchy.
For a lot of white Protestant churches, there is a lay Board of Elders or Directors or whatever that oversees church operations.
Now, a minister could pack the eldership with lackeys and it wouldn't matter but that's a problem with that particular church.
I could point to Biblical passages that say that a church should have an eldership if you're really interested. But in general, yes they should.
