depends on the chuch type probably. most baptist groups have deacons, or similar, and have a few "boards"

but that doesnt mean they see anymore than parishener collections and cash balances.
since those types of churches are unaffiliated, the pastor can be the sole person in charge, and while the deacons may give approval for things, especially if they like the pastor, they might not see everything that gets paid.
