Since the Federal gov't will be paying 100% of the medicare expansion costs for the first few years, and something like 90% after

my guess is that most states will choose to join in. Because no matter how much Idealogues hate the idea of federalism, they stil should be trying to help their less fortunate (and usually do, when they can take credit for it).
