It is. If the ball is in foul ground and the player touches it then it's a foul ball.

So, if a fly ball or pop up is in foul territory and the player runs over into foul ground to catch but bobbles it and kicks it all the way back to fair ground it's still a foul ball.
It happens with pop ups near the line where a player will go to catch the pop up but the ball will pop out of their glove and land fair. It's still foul since the ball was first touched while it was over foul ground.
