That is the reason for the mandate that individuals must buy coverage. To expand the pool of insured paying in. That's why it was a conservative

But there are other provisions the Health Insurers hate
The can't perform rescissions, they can't cap coverage, they can't refuse to cover pre-existing conditions, a certain percentage of premiums must be paid back out in coverage, etc.
