I think that the choice of contractor or architect first may also be influenced by local laws. What type of permits would be needed, and what type of documentation would be needed to apply for the permit.

Calling your local city building inspectors office should be able to help you with that part.

usually, if you do not change the structure of the building (exterior walls) (aka moving, etc) then there is a lot less paperwork.
