basically when i was a baby, my legs were really badly turned inward, i was forced to wear metal braces, and it sorta corrected (though my feet still try to turn inward a lot). one muscle in my upper leg didnt develop right.
i had physical therapy for 2 years when i was 15/16 (my knee was really bad when i played baseball, leading to all that, of course, i was usually played 1b or catcher, so a knee problem was a problem) and the therapist, and specialist, determined there is no way to strengthen that one muscle without impacted all the surrounding/related muscles.
i need to start up some of those excercises again, just to help it out, but ultimately the same problem with persist.
