No, it doesn't, because you don't have to.

Personally, I need look no further than the shiny new LRT stations near my house. Each has public art installed to give them identity, and it's done in a way to tie the public space to the local community. Each is different, and most seem reasonably well done. I would rather these public spaces look like they belong in the community than just be drab and featureless.
