Sony's done about as poorly with this franchise as I could imagine since it made close to $400 million with the first two movies.
With each Spider-Man film released, they made less money and even less people have seen them. I don't buy the reboot excuse. Unless the franchise is absolutely been ruined by horrible films like Superman IV or Batman and Robin, there's no need to reboot, and no excuse to under-perform this badly.
