I don't know if they are obligated, but yes they can not hire you if it comes back poor.

E, specifically, had a certain credit score that if you fell below they would not hire you. I had a friend that applied for a job and didn't get it because her husband had gambled away her money and ended up in jail. She was in the process of divorcing him but he so ruined her credit they wouldn't hire her.
I see it for financial professionals. If you don't have control over your own finances, it's hard to say you'll have controls over the finances of the company. But you have to make exceptions if there is a reason for it.
