It's not fair to the captains as the picks can be seen as personal and people that felt they should have been picked and aren't could take it as a slight and hold a grudge against the captain.

It's simple, just start at the top of the HR list for the season in each league and invite the top 5 from each league. If anyone declines you move down the list.
