I'd argue that having a cell phone in the US very nearly is a need.

There is an awful lot to be said for being within reach of communication at all times. Especially since the poor tend to be more mobile. If you move residences more frequently, having land lines hooked up each time would get expensive thanks to required deposits and install fees.
It's quite possible to get a cheap cell phone and just pay as you go, adding minutes as needed.
