Yes, mostly built on volunteers.

professionals, aka those who make a living doing politics are there those 4 years.
When the money hits the ground, they bring in go-fers or others who have been working tiny stuff.
But for the hundreds of millions at question here, that money is going more often than not to the advertising buys for tv stations (very few if any jobs are created), radio stations (ditto), ad agencies (most of these guys exist already)...
