I think that's exceedingly optimistic. Neither campaign can fully fund in every state. They have to make choices. If Romney can fund campaigning in

more states he may create an advantage. For example, Obama is not advertising at all in Michigan. Romney is. The gap there is narrowing. Obama does not want to have to move ad dollars to that state but he may need to, because Romney is using his extra dollars to make it an actual race. The dollars are limited. They have not raised more than they could use.
