not overwhelmed by American culture. Similar, many Quebecois and other francophones feel that their particular cultures need protection too - as do First Nations and Inuit people. So arts funding here has a lot of popular support and is generally seen as a 'good thing', but when something it so protected it inevitably leads to the mindset you're talking about.
I'm not sure that this applies so much in the US, however
