When something is good for *enough* individuals, personally, then it's good for society.

Perhaps in difficult times, it really *isn't* good for *anyone* to divert funds for a new sculpture in a park somewhere. A very good definition of 'difficult times' may be 'when fresh art drops on society's list of priorities'.
