I think that's really bad, but I can understand it.

I think the line of thinking was that he (and the other janitors) would be fired, and everything would be covered up. Which does seem like a likely scenario.

I can easily see the line of thinking that all reporting it does is get him and his co-workers (at least some of whom were probably his friends) fired. Which could have meant some of them losing their homes or having a hard time feeding their families.
