Not to belabor the issues, but after reading the Paterno family statement, I have a few suspicions -

First, is there commenting a legal thing? Are they afraid of being drug into civil suits and it's a pre-emptive statement? Why not just stay silent.
Second, he was Catholic right? With all the late 80's & early 90's Catholic Priest pedophilia news being covered, how can they with a straight face say that what he did and how he acted can't be determined to be lacking? That's just crazy to think he wasn't fullu cognizant that more should have been done - right away - regardless of it being a weekend - he should have gotten to who the kid was right away and taken steps to get the kid help ASAP - knowing what was reported of the tortures experienced by the young boys victimized by priests - there's just no way I can see him being without serious complicity in covering for his former colleague.
Just my gut feelings here - after scanning the report - I just wish something good can come of this - that no one ever fails again to do everything possible to protect kids and keep them safe. It's disgusting that it wasn't stopped when first discovered.
