The four components of a the lawsuit would be duty, breach, cause and harm. We obviously can see the "cause" and the "harm".

The duty would be his affirmative duty to not cover up criminal behavior. No just as a citizen, but as an authority figure.
Prove that duty exists, prove he breached it, and the lawsuit writes itself.
