CFLs, you mean. CFCs is something else.

I'm skeptical myself, since incandescent is an inherently wasteful technology. But if it uses less power per lumen, it uses less power per lumen.
However - "quality" of light is a key phrase. are we talking amount of light or colour of light? Most people rate incandescent lights are more pleasing to the eye than any fluorescents, but that's not what they're designed to produce. There's also been a lot of improvements in CFLs recently - IKEA of all places sells some really good ones.
All that said, CFLs are a stopgap for LEDs.
