I've never seen that here. It may be the case but I haven't heard of it before.

I've spoken to a couple in the past and they all just go to the apartments, pick up the dog(s), walk them and then bring them home. They take them to the local park but no one mentioned getting them all in a van/car and leaving the area to go to a park.
You can walk to a bunch of parks in every borough and dog parks are everywhere. There are three in my neighborhood alone and we're barely a neighborhood. :-)
