Fuzzy, a policy against homosexuals has no purpose other than to bar gays. And the stated reason for doing so is that gays are immoral.

Immoral is essentially the same as saying "icky".
That the individual groups may not harp on it in meetings doesn't mean a damn thing. Hell, not discussing it pretty much means that the membership doesn't feel the policy is worth challenging or changing. It is accepted. That blithe acceptance is damaging to the kids in scouts because it is a default assumption by the group that it is okay to exclude gays for no other reason than because they are gay.
