In FM3 I think it was 8. In FM4 it's 16. I can pop it in tonight to check details, but I know they added custom public lobbies to FM4

in FM3 I think you can setup a race for your friends with various parameters, and invite them. The difference in FM4 is you can make that race available online to anyone to see and join.
