except the bush era tax cuts didnt do that, and nothing anyone is suggesting does that either

the bush tax cuts cut the rates, but at a higher amount for the higher incomes than for the lower incomes.
so in your numbers, you ahve $1000, $500 paid by the 1%, 500 paid by everyone else.
Then you cut the Rates such that the 1% get a 10% drop, but the everyone else gets a 5% drop.
it wasnt an equitable drop.
granted, i dont know how doubling, and making the child tax credit refundable, plays into that, but that has nothing to do with rates.
