what I would do is...

have the government take over the physcial infrastructure setting it up as a public utility which would be responsible for upgrading and expanding connectivity, and open them up to anyone who wants to distribute content to subscribers. Content providers would differentiate themselves based on the content providers they carry.

Sort of like how you can choose your energy provider in some states, but the electric company is still responsible for transmission.
