1) no surprise its Texas 2) meter guy should have known better & stopped when asked

3) decline is right - they should cancel her contract immediately.
apprapho of nothing - ours was replaced. we had no idea it was done. made me a little concerned that someone was on the backyard porch doing " work" and we didnt' know about it.
