Australia tried it and succeeded, more or less. After the killings at Port Arthur all gun owners had to be licenced and have a secure storage place

for their gun. You have to have a genuine reason for owning a gun, like pest control. Self-defence is not a reason The guns are registered to their owner by serial number. There are different levels of control for different weapons. Semi automatics are pretty much banned. When this was implemented by the (conservative) government, there was a buy back scheme where the government bought and destroyed newly illegal weapons.
